REQUEST FOR PROPOSALS AND SEALED BIDS FOR REAL ESTATE
NOTICE OF SALE OF REAL ESTATE BY SEALED BID AND PROPOSAL is hereby given that the City of Harrisburg is accepting bids and proposals for the purchase of Real Estate described below in Harrisburg, IL.
Bids will be received at the office of the City Clerk, located at 110 E. Locust St., Harrisburg, IL until 2:00 p.m. (local time) on May 14, 2025 at which time they will be publicly opened and read during the public Bid Letting meeting located in City Council Chambers at 110 E. Locust Street, Harrisburg, Illinois 62946. The awarding or rejection of the bids will be given at the City Council Meeting on May 15, 2025 at 8:00AM.
Specification and Bid packets may be obtained from the office of the City Clerk between the hours of 7:00 AM and 3:00 PM Monday through Friday, excluding holidays. The bid packets must accompany all sealed bids received by the City.
The purpose of the public auction shall be for the City to accepts bids for the purchase of certain surplus real estate described below in an AS-IS/WHERE-IS CONDITION, WITH ALL FAULTS, RESERVATIONS, ENCUMBERANCES, AND RESTRICTIONS. (1) Purchaser must submit a general summary of plans and drawings of the proposed building, buildings, residential housing, or construction with the bid package for consideration by the City; (2) Purchaser shall accept a quit claim deed to the property as-is/where-is; (3) Purchaser shall within twelve (12) months from the recording of the quit claim deed substantially begin construction on the property and/or continue substantial construction progress thereafter that is in conformity with the purchaser’s proposal; and (4) If construction has not substantially begun within twelve (12) months from execution of the quit claim deed and/or not substantially progressed thereafter then the property shall revert back to the City of Harrisburg. Substantial weight will be given to the purpose and scale of the proposed construction in the City Council’s decision in awarding bids.
Bids and bid award for property #2 below may be accepted without construction plans, and may not be subject to the construction requirements and reverter above at the discretion of the Council.
No bids will be accepted after public opening of bids during the scheduled 2:00 PM Bid Letting Meeting on May 14, 2025. The City Council of the City of Harrisburg expressly reserves the right to accept or reject any or all bids. The City also reserves the right to re-bid.
The two (2) separate below properties are located in Harrisburg, IL (See separate bid packets for more particular descriptions and approximate aerials).
